Digital terrestrial TV - return path, how will it work?

Various articles (example below from http://www.uec.co.za/index.php?option=com_content&view=article&id=82&Itemid=61) refer to a return path.

Anyone have any idea as to how this return path is to be implemented?

In order to receive the digital signal on their current analogue TV sets, households will need to use Set-Top Boxes plugged into their TV sets. These compact boxes will allow you to:
- Convert the digital signal into analogue signal so you can watch the content on an analogue TV set
- Allow you to review upcoming programmes with a remote control, so you can plan your viewing ahead of time e.g. school children will know when to view education programmes
- Using a return path capability, you may in time be able to access government information and services and send messages back, e.g. you can fill in and send back government forms without leaving home!
 
Return path loosely refers to any technology able to transmit data.
It could be plain old dial-up or 3G or whatever.

The data will contain the identifying data from the TV signal, and the modified content could then be added to that.
The receiving point would use the identifying data to determine what to do with the data received.

i.e. They're not going to send-receive on the same spectrum.
 
in the uk, the sky decoders are often connected to a telephone line. i guess that's a return path. it's used for purchasing content, etc.

DSTV tried the return path stuff.. with the Keyboard and the interactive modem on the Boxes (they done this years ago) .. it was a MONUMENTAL flop. Most decoders have a modem fitted for the secure return path - but I dont see how that will work in a place where Telecoms is a luxury.
