Yes, but like most in things in South Africa there are vested interests who all want to eat from the trough that's the South African consumer. First it was the tenderpreneurs who licked their lips at the prospect of being suppliers to the multi-billion project.
So for a few years, at least since the early 2000s, we knew that we'd go with the European DVB-T standard but just when things looked certain, former Communications Minister Dina Pule pulled the plug, and said the issue of standards had to be revisited (probably after a fat backhander), so DTT was delayed yet again, until sanity prevailed it was decided that the Japanese/Brazillian ISDB-T system was actually not superior to the European standard
The latest fight between Multichoice/Naspers/M-Net and eTV over whether to include a conditional access module in a government-subsidised decoder is a continuation of this. Multichoice does not want any pay tv competition in the future, and a CAM module would put any new/existing entrants on an almost equal footing when it comes to premium content. But Multichoice does not want this as it threatens their entrenched pay tv monopoly. AFAIK normal terrestrial channels would still be in the clear, and you won't even need a card to view them.
