My guess... probably more expensive than to get a TV card for ur pc or other video-in card, and do it yourself...
Then u've got the card for other uses too.
Your best bet is to either go for the TV card, or to take a look at one of the computerised VHS players. Haven't seen them in a couple of years but maybe they are still around.
If you have a VCR and can get your hands on a HDD DVD recorder - that will do the job - I did this with my VHS tape collection and their now on HDD and DVD.
I plugged my VCR into my home theatre DVD recorder (LG RH1999H) using RCA cables and recorded them all to the HDD - then edited them on the DVD recorder and archived to DVD.
Alternatively, get a decent TV capture card that has a full hardware decoder/encoder - unless you have a very powerful PC you will get dropped frames with a lower spec PC...
