I have ADSL set up in my flat - I am letting the floor above me out, problem is my phone line runs through there - obviously I do not want new tenants utilising the jacks and running my phone bill up - what is the easiest solution?

Also have uncapped ADSL - but they cannot use this without my username/password

You can easily move the phone jack downstairs. The wiring is very simple.

Or, tell your tenants not to use the phone line; and pay attention to your phone bill.

or better yet, monetize it and let them use the phone/ADSL or whatever for a price

If you are not using the line for voice services yourself (i.e. ADSL only) I think you can get Telkom to disable all outgoing voice calls on that line. This does mean that they can still "listen in" on your calls, if they plug a telephone into the line.

nah its fine dont even have a phone hooked up to the line lol

In that case it should be easy to track and charge the tenants for any phone calls they make. It's an added benefit to them because they don't have to pay the line rental plus if you want you can share your ADSL with them at a price that'll cover your expenses entirely :)

Not to much you can do if it goes through the other flat ,,you could reroute the line or just leave it because they would have to plug a filter and a phone to use it or there would be quite a buzzing noise if they tried to use it with out a filter.

Why not ask Telkom to come and remove the extension? They charge you for each extension and if it is not in use then you may as well cut down your cost. That is of course you don't want to make use of some of the revenue opportunities suggested above.
