Has anybody heard of South African users receiving notices from there ISP about "illigal" use?

No, but plenty people receive copyright infringement notices.

The more they clamp down on visible means of distribution, the more fractured, encrypted, obfuscated, illegal and unstoppable the distribution networks will become.

Where are these South African's getting these notices from?

I may or may not have it on good authority from someone receiving such notices from their ISP (who shall not be named) that they receive network abuse complaints from their upstream provider (who shall be named: IS). The original complaints may or may not have come from BayTSP.

In one case they (BayTSP) may or may not have represented Viacom International Inc., Atom Entertainment, Inc., Black Entertainment Television LLC, Comedy Partners, Country Music Television, Inc., Network Enterprises Inc., 51 Minds Entertainment, LLC, and Mindring Productions, LLC and claimed that the person who may or may not have had torrents running on their network infringed on Comedy Central's copyright of a South Park episode.

On another occasion they may or may not have represented Paramount Pictures Corporation/Dreamworks Animation SKG, Inc. ("Paramount/Dreamworks") and claimed that the person had torrented Transformers 2.

As would I. I'd much rather stream or download video (from a local data centre) than use pay-TV services or rent DVDs. Unfortunately I think SA's market is too small to really warrant the effort from companies to supply us with such services.
