Do I need plans to add bricks to wall? (COCT)

I have a front "wall", 1.8m high which is half brick and half fencing.

I am not a fan at all of the fencings, or of people being able to easily see in so want to remove the fencing and build up with more bricks to about 1.5m and the remainder will then be slatted.

If I read the by-laws correctly, under 1.8m for a wall does not require plans so I should be ok with just building the wall up to 1.5m... or do I have it complete wrong?

Hmmm, AFAIK, there are also rules on permeability - i.e. what percentage of your street facing boundary must be "open". Basically to stop residential areas from looking totally walled up.

We had lecture few years ago and houses with fence that you could see through were less likely to be broken into compared to ones with fully bricked wall.

Foundation yes but unsure width and depth. Single brick. Pillars 230x230 spaced 2.6m apart.

The idea is not be go 1.8 up. At least 60%'ish and the remainder some kind of slatted design.

Currently it looks shyte and by shyte I mean, I'd prefer vibacrete.

What about closing the fence part with horizontal nutec boards with a 1cm space between them?

Why not head over to your municipality planning department and check with them?
Everything needs permission these days and boundary walls are not excluded. Do people get it? Not necessary, until Karen decides to make an issue of it.

I got clearvu type for my front yard. Neighbours can clearly see my yard but it is also quite park like so I like to show it off. And folks can clearly see my large dogs roaming around and playing.

Good enough detterant for me, rather than having some whack job climb a wall and plot something out of sight.

There shouldn't be any plans necessary for it but if you do decide to close it with bricks then I would also suggest as someone else mentioned that you need to ensure the foundation will be able to handle it.
