DoC has been dysfunctional for decades: DA

The DA says that the communications director-general being placed on “special leave” is not surprising, further accusing the department for being dysfunctional for decades.

Okay, great, but how does one go about fixing it? I wouldn't mind getting involved at some level myself, but lack the political weight to be able to actually achieve something.

It's pretty frustrating. Politicians shouldn't be calling the shots when it comes to non-political topics.
