The DoC has hit back at strong comments made by the Cape Chamber of Commerce, saying that ICT is flourishing in the country.

So they are saying the industry is flourishing and they are discussing the way forward? If that's true then A: Their broadband strategy is not in place yet (their still talking like we all know) B: The industry is flourishing despite the lack a strategy from them.
