DoC tackles ICASA

Does anyone (DoC included) actually know what the 'managed liberalization process' is, how it is being implemented, and how the latest ruling affects it?

Dominic (our Legal Expert) made an excellent post, (http://mybroadband.co.za/vb/showthread.php?t=135056) in which he reminds us:
members need to become better informed about the issues that affect them. this is not difficult given that this info surrounds us & it is better to say "telkom/whoever's pricing is too high because" rather than "$#@% Telkom/the Minister/ICASA" (which doesn't really help to raise the credibility of the community)

I think that an article like this, DoC tackles ICASA, evokes hostile feelings (manifesting itself on the forum as vented anger) that can harm the Forum’s credibility.

Just my 2 Zim-cents worth :)

Well, managed telecoms liberalisation works as follows:
1 - "Sell" the current governmint controlled telecoms giant while it's still profitable, while keeping a large chunk so that any profits can be leeched and a certain amount of control can be enforced at boardroom level.
2 - Keep the bits of legislation in effect that control the pricing of telecoms.
3 - Introduce a competitor into the fixed-line market that will have the muscle to actually compete after 5 or 6 years.
4 - Re-create govermint controlled fixed-line companies, slowly and sneakily. These companies will be "given" to select members of the "look like me" community in the future.
5 - In order for step 4 to work, no other competition is allowed into the fixed line market, no matter what, extra competition must be stamped out.

True... but doesn't change the fact that she is an incredibly greedy, corrupt stupid person unqualified for this post. :rolleyes:

She harms the government's credibility and puts our country in a bad light.

Any harm that may come from our ranting is far outweighed by her incompetent bungling in the order of Billions of Rands of lost revenue, productivity and innovation. The two can hardly compare. Her foolish meddling is a crime against humanity.

I cannot see any sensible reason other than a Powerhungry Politburo (yes i've decided to call them that) trying to revoke a decision that has had much positive effect in speeding up the expansion and provision of competitor networks which they were tasked with.

If you cannot take care of your 2 children,the state takes them away,it doesn't hand you 50 more just because you want them

I think the question that should realy be asked is:
How old is Ivy?
Because the whole situation reminds me of my 6 year old trying to negotiate with me.:D.

Invective against the dear minister aside, the appeal by the DoC either has the potential to railroad the progress of telecoms liberalisation in South Africa, or to totally destroy what remaining shreds of credibility the DoC has.

The DoC is not in a position to observe this debate impartially, since it is partisan through the government's investment in Telkom, indirectly in Vodacom (through Telkom), in Neotel and even in MTN (I forget the details, but seem to recall there is even government influence there - I stand open to correction).

An erosion of the rights of these incumbents reduces dividends, and also brings the wrath of the likes of Neotel down on the DoC, probably for supposedly reneging on promises of exclusivity etc.

Ideally, those in control in government would probably also like to restrict the privilege of being able to build telecoms infrastructure to a select few, in order to be able to guarantee lucrative business opportunities to deployed comrades.

Of course there are many who would love to see the dear minister's nose rubbed firmly in the dirt, and who eagerly hope for the appeal to be dismissed.....

Well, two options:
1. We can wait till the next elections, the ANC will not get as many seats and hopefully, it will not get the Doc.
2. Wait for her to retire.;)
 
Though I kinda liked the title of this article. ICASA should, at times, be at odds with the DOC, and with the corporate interests. That's the nature of an independent regulator. Let's hope they stick to their guns, realise that if the going gets tough, Ivy will not support them, and support the judge's ruling.
