Does ISP contract play role in line speed ?

at the moment, i have an Mweb 384K ISP contract, but also have an existing, backup/secondary IS account that i sometimes if i max out my mweb account.

i am thinking of getting mweb (who own my line) to upgrade me from 384K to a 4 Meg line. will i still get 4MB speeds when using the IS account ??
 
I don't know if the speed is done by the ISP, cause if you get a prepaid account, say from WA, you don't choose the speed, only the amount of BW you want...

Edit: I have used an account of someone who has 384k on my WiMax and get my full 512k speed with it...
 
cool, so it would appear that the line speeds is purely dependant on your Telkom line, and not at all on yr ISP contract :) the exchange is near enough to my home for me to get 4MB! wooohoooo! :D the downside of course, is the additional cost :<
 
Some of the uncapped options are at throttled speeds, normal capped accounts would never limit speed, more you download, more money for them.
