Does the length of LAN cable effect speed?

No. (For all intents and purposes the speed at which electrons travel is negligible in this argument.)

When you pass 96m you start having issues.

What'll affect it is the quality of the cable / external EM waves.
 
Well technically it still has to travel further LOL...so yes...it takes 0.000000000000001 second longer :)
so speed will be the same...but your ping will be slower hehe

But No 22 meters is fine...100m yes...you will have problems.
 
Technically the latency will be longer\higher on a longer cable because it has to travel further, but in reallity for a 100m cable it will be nothing. But throughput\transfer speeds should not be affected until you start to reach the maximum length of the cable which is around 100m at which point you will need a repeater or packets will start to drop.
 
I run a 30m cable from room to lounge and get full ADSL 4MB speed as if i was working on the PC. This is on the PlayonHD, consoles and whatever other devices that need the cable plugged in :D.

As mentioned above, 100M and you will see issues. Enjoy :)
