In view of Telkom ISP recent increase in ADSL subscriber'ss data allowance, including 'free' data at certain times at night, can anyone recommend a Download Manager for Win8 64bit OS that will allow me to 'queue' my intended downloads for a time that falls within Telkom's 'free' data periods? And then the 'queued' download will only commence at the time I have chosen?

torrent or normal downloads?

Just get free download manager

then just select schedule download

I think the most popular download manager is called Free Download Manager.
It has a schedule option that will only download files for certain periods you select, and at whichever speed you want it to go.

If it's torrents, you can use uTorrent's scheduler, most other torrent clients also have this.

Appreciate the quick responses .. I'll give Free Download Manger a try (I have used it before on XP, Win7, and other OS's).
I just need 'normal' downloads, no torrents, and all I want to do is schedule downloads (e.g. Libre office updates, etc) at a time of the night when my Telkom ISP offers the newly announced "free" data
