For all those who wish to download as much as possible on the 30th,
try
www.httrack.org for a website copier - it supports a start time and multiple pages/sites at the same time.
www.ncftpd.com for FTP. It can be combined with a scheduler to run in the background.
Both packages are available for Linux and Windows.
Both packages seem to handle extremely slow connections quite well. So it might be a way for capped users to to get some sort of service.
Let me know what your experience is with these packages while capped - I'm not capped, and don't think I will get capped before the 30th.
