Driving-offence points system by year end

How about dishing out speeding fines proportional to the offender's income and give taxi drivers extra points for bad driving.
In some Scandinavian countries speeding tickets are proportional to income.

I have always admired that system and think it makes even more sense here where there is such a large discrepancy in income levels.

Many SAns see fines as just another expense, a kind of fee that they have to pay to drive how they like. That is not the point of a fine, and just shows that the fine is too low for those people.
