This does not look good for level 3 ..... but what I want to know where did he get booze on day 36 of lockdown ? Alcohol is as scarce as water in a desert.

All types of alcohol are available in the townships, its just got more expensive, so him working in essential services means he can still afford it. These rules are working only for you and me sitting at home and making sure we get home no later then 9 am from our jog.

Why was the truck that was being 'bribed' by the traffic officers not pulled right off the road so that the road would be clear?
WTF were they in the road, or even near the road? They should be way out of the way of any traffic.

I'm fully aware that I'm making the assumption that they were on the road or its verge.
