I'm in the Oaklands area in Johannesburg, and without fail, every evening and sometimes early morning, my DSL connection keeps on disconnecting and reconnecting for up to a hour before a stable connection is re-established.

Anyone else having this problem, or know of a solution?

How far you from the DSLAM?
Which router you got?
Check the Attenuation and Signal to Noise Ratio Margins.
It might just be that time you online the DSLAM is congested.
Call Telkom & ask them to test the exchange and the ADSL Line that time.

I am also having similar problems due to the rain. Water seems to be trapped somewhere in the cable which causes the line to deteriorate at night when the temperature drops (some type of condensation?).

If you ask Telkom to slow down your linespeed this should reduce the number of dropouts. Let us know if you manage to determine the exact cause.

Can you hear any crackling on the line at night/early moning when the router struggles to connect?

I had massive problems last year for about 8 months - had 5 cases with Telkom, none of which helped my ADSL line. I had to stop playing games, and the line would constantly resync.
Randomly, the problem just vanished (and I assume that they worked on the cable somewhere down the road).
Now, I only have the problem during heavy rains, and for a while thereafter.
