DSLAM in Complex

What is the possibility/legality of setting up a DSLAM in our complex?

We currently have a telkom busniess PABX setup to each house, could we add a DSLAM to the mix?

Not even for internet access necessarily, but to create a LAN?

I would think there are cheaper & simpler solutions for what you want to achieve. A DSLAM on it's own is of no use to you.

Dslam is pretty useless for LAN purposes. Don't think it would be illegal inside a complex thou. You could even set it up as a non profit kind of a thing.
