What's your idea of cheap?

For R2681 you can get a Wileyfox Swift and have what seems to be decent low to mid level Android phone (16GB storage + 2GB ram)

I'm using a Proline XM-502. It costs R1699 and has 8GB storage and 1GB ram. However, it has horrible performance and the touch screen is frustrating most times. http://www.takealot.com/proline-xm-502-red-smartphone/PLID38531652

That is the extent of my current dual-SIM Android knowledge.

The one in my link has 2GB RAM and 16GB ROM with 5" Quad HD, 5MP + 5MP @ R1.5k, more than enough.

Xperia E4g Dual, Huawei P8 Lite or Lumia 640. All are available at Edgars Mobile for around R1999.

I have a Huawei from FNB for R75 per month. Thought it would be great to move to a cheaper phone and get prepaid on one sim and a data bundle on the other. Dual sim works fine and all, but the screen feels so rough. Typing is a bit harder. The screen just doesn't feel as responsive as High Tier phones.

But the rest of the phone works perfectly.

A lot of the the retailers like Jet, Game and CNA sell the Samsung Galaxy Duos phones of different models. On average usually about R300 more expensive than their single sim counterparts. But if you're not concerned about famous brands then the InnJoo Fire on Takealot is definetely worth looking at.
