2 kusile units accounts for one stage. What makes you think they'll be more reliable than the rest of kusile and Medupi though?
The last remaining 2 + the 3 that are off. So basically Kusile is running on one unit now.1.6 stages technically if running at full capacity (800MW each). I'm just talking about the new Kusile units which are being built, not the three which are currently down.

Remember can generate 100MW translates to average 25MW so you'd need to have 8 of them to bring down 2 stages of shedding.That solar plant will only generate 7MW at the best of times. Compare that to Steenbras which generates 180MW irrespective of weather and then consider that the dam can usually only reduce LS by 1 stage.
Hopefully the IPP's that the City is negotiating with will bring more power to the table as they can generate up to 100MW each.
