EDIT: I originally posted that I would ask around to see what the various ISP's do regarding this issue.
I sent emails to: SAINet, WebAfrica, OpenWeb, TelkomSA, Axxess, X-DSL; and I filled in GConnect's web-form.
I received responses from (Ignoring the automated "we have received your email" rubbish):
OpenWeb, Web Africa, GConnect, TelkomSA, SAINet, Axxess, X-DSL.
Surprisingly, SAINet actually called me to sort this out.
Surprisingly, X-DSL actually called me to sort this out as well.
Here are their answers:
Openweb:
- Happens Automatically when you log-in to your ADSL.
- Yes, this address is available internationally, if you're on a local-only account, international people will still get your IP Address, but will not be able to connect.
- [username].dns.openweb.co.za
Web Africa:
- Please try using 'smtp.saix.net' as the outgoing server as you should be able to relay via this SMTP server if connected via an ADSL connection.
- FAIL. I replied asking for a review of my question.
GConnect:
- GConnect does not support this type of service, and indicated that using a service like Dynamic DNS would be complicated by their double-authentication process, but, would still work once the double-authentication had been done.
TelkomSA:
- Kindly note unfortunately Telkom does not provide such a service.
SAINet:
- Called me direct, and informed me that they have a service that goes by the name of Fixed Domain Account (F.D.A.).
- Now, this service associates your login account with any domain-name prefix of your choosing.
- You have to actually phone SAINet and request the service, but, you can also choose any front-part of the domain-name available to associate with your account.
- When you have been offline for a long time (More than 20 minutes), the re-allocation of this FDA can take 5 - 10 minutes.
- Works internationally like OpenWeb's.

Axxess:
- Use the control panel provided on their web-site.
- Enable VIP Lock to lock your ADSL user account to the port Telkom assigned you.
- Find the VIPDNS section in that control panel.
- Assign your own name to use for DNS.
- [yourchoice].axxessvpn.co.za
X-DSL:
- When you create your account with X-DSL, you are automatically assigned a username.
- This username is then used as your domain name.
- [systemgeneratedusername].xdsl.co.za
Conclusion:
The ISP's SAINet, OpenWeb, Axxess, X-DSL support a service that can be used to locate your computer on the internet when you are using a local-only product.
