Those are badges and floating notifications on Xiaomi Redmi, which I thought is an android feature.

I think it's the latter... It's basically a popup, that's interactive, where you can view certain things without having to go into a certain app. I personally think it's a Gimmick, but it might be useful to some, I don't know.. I generally just swipe down as you say, and see what notifications are there

Ah okay. I disable popups. It is in the swipe down menu though.
