So what would be a fair deal for 384kb/s as a VAS?

No what would be fair would be 384k uncapped from iburst for around R500 p.m. Not as a vas but as a standard offering. Aka I can migrate to 384k uncapped and then instead of getting any bandwith at the beginning of the month my con will be uncapped at 384k. But what are the chances of that happening?

At this stage iBurst is relying on the fact that Telscum charge a line rental fee. As long as Telscum charge that fee, a fee which goes up for faster speeds (over the same copper, and copper does not oxidise faster because more electrons are traveling over it), iBurst can say that their offerings are cheaper because you don't have to pay line rental.

I agree totally. I would happily pay R500 a month for 384 kbs uncapped.
