E-toll Bill: why Zuma signed

That article does anything but explain the signing. It just quotes City Press as saying that it was a foregone conclusion. That's not an explanation whatsoever...
 
In my opinion I think the ANC had to sign E-Tolls into law for a number of reasons:
1. The had to appease all the shareholders behind the scenes threatening legal action against the Government.
2. The country needs the money.
3. The ANC needs, sorry, wants more money.
4. Rather now than before the election, the ANC are gambling that the people would have settled down by then and vote them back into power as usual.

They're not shareholders. Government is the only shareholder. They are creditors, and they have first rights to financial recourse in the event of liquidation/bankruptcy. The bonds were also guaranteed by government, so the only thing they can bitch about is the flat bond price movement and lack of a secondary market for them...

If you look at who bought the bonds, it ties points 2 and 3 together. The government guaranteed loans that its own government investment arms invested in. It is absurd...

That's not a gamble they should be taking. Creating civil unrest on this scale before an election is moronic. I suspect that e-tolls won't start operationally until after the elections, or this was done for government to discount the price prior to the elections...
 
The ANC itself is broke, they need the money! They can't even settle their Bloemfontein conference debt. It's safe to assume that their interest in this steak is humongous.
 
Voter education is required to turn things around in this country. Otherwise the ANC will be running the country to the ground with the way they are going.
 
I must have had a glass or so too many, but I fail to find the "truth" in the article?
 
Well...

I have a theory...

Scenario 1: cANCer starts tolling before next years election. Outcome: Loses election.

Scenario 2: cANCer doesn't start tolling before next years election. Outcome: cANCer becomes the target of ridicule for delaying their own project in order to score political points, SANRAL goes bankrupt and their lies are exposed.

But...

There is another scenario. It'll take some timing to get it right, but I predict that the tolls will be implemented before the election, followed by a pause for rioting and other protests, then the cANCer will scrap the tolls amid much fanfare and claims of "listening to the people." If they get in and out at the right times, they could save face, and score a few points amongst [-]leaches[/-] their supporters, before the [-]truth[/-] inevitable backlash from the DA reaches the ears of the masses.

Scenario 3 is starting to play out.

I think a few things are happening.. they couldn't secure additional loans to cover costs till after elections to start up SANRAL eTolling. Also I suspect they will lower prices just before elections to 'ease' the burdon as they listen to the people. They can't drop it entirely and lowering cost after introducing it is the only way to get commuters to, in typical Sa fashion, accept it. Of course I also think that the costs/km will be on a steady climb as soon as its introduced with SANRAL basically saying increase cost or gov pay short fall which there will be
 
I think people should understand one thing: It doesn't matter what the ANC or Showerhead do - they could toll tomorrow with R5 per KM and come next year they will still win the elections. They could scrap the tolls and still win. They could pass it into law..(Oh wait.. they did) and they would still win.

Why?

Because the tolls are not a concern to the majority of their voters, those in rural areas; who don't even have a car. I bet they don't even have a clue what eTolls are for that matter and thus, they simply don't care.

However, because the ANC gives them free shirts and food packets and once again promises more housing, jobs, schools, and because the ANC got them out of the apartheid era; they will be forever loyal. Hell, Zuma can build a R250 million house next to a bunch of very poor people to see him in his castle and how he lives and how he couldn't give a rats ass about them and their poverty (Oh, yes, he did do that too) the ANC would still win and voters would still vote for ANC.

Until the uneducated voters and the loyalist to the ANC see the ANC for who they really are - nothing will ever change. The ANC makes sure their voters are uneducated because that's how they will stay in power.
 
Zuma had to make deals with many devils to get where he is. This is merely repayment to one of them.
