Problem is, if they incorporate the bulk of it into fuel levies and car licensing, how will you be avoiding it?

Fuel levies is fine, it is a much more efficient way to collect the money and nobody can avoid them.

Nothing,that's why this lowering fees gimmick is just a baiting tactic and if we bite they will raise the prices big time in a year or two.

They are stubbornly pushing it because they want their under the counter bribes from E-tolling,they cant get those bribes so easily from the fuel levy.

Lol, just last week I saw a reference to him in a post, and I started trying to read up what lead to his ban. Man, he was fixed on this e-tol ****! If I am not mistaken, he did say the tolls would stay and that they probably would implement additional levies as well, but I stand to be corrected.

With that said, I am still not paying a cent!

This is, in fact, the plan. Well spotted. The existing toll routes have been handled in exactly this manner - soft start, rapid escalation.
