Normally hardware, especially between GSM (GPRS/EDGE), 3G and HSDPA. But within a 'family' (say HSDPA) you might be lucky if the manufacturer already put the hardware in but not yet the firmware to enable the higher speeds.

Some of the data cards coming out now have support built in to be upgraded to higher speeds.

Thanks V3G. Was just wondering if it was at all possible to upgrade a Edge/3G capable phone to HSDPA.

Probably not. If the phone was upgradeable, the manufacturer would have made a big thing about it.

At the time we launched HSDPA there was one data card that could upgrade but that was because it already had the correct hardware, just needed a newer firmware.
