Load shedding in and of itself wasn't engineered. The state capture only came in at the end. The emergency coal procurement was after load shedding had already started and the problem itself was deeper and is still there.

Arrogance also fits. Perhaps they think they're untouchable. They have a way out anyway, so why would they care what comes out in the end?
 
and so what? nothing will happen to any of the named people, so why all the fuss? we can talk, scream or cry as much as we want, it carries on daily and will carry on as long as the ANC are in power. I have no doubt that in the next election they will remain and continue on, like a unstoppable train.
