Electric Fence Certification

You should have said "wait just a few minutes", wrapped them up with insulation tape yourself and said "check again please"

During the inspection they made it sound like it's a special rubber cover. Scumbags. That said I'd use this company again: best price, service and workmanship. Just the CoC scam ...

Terrible workmanship. Its not solder joints but rather crimped ferrules I hope. The reason why it need to be taped is just to prevent premature corrosion at the joint because mostly of dissimilar metal corrosion but I cannot recall that been a legal requirement. The best to use there is "self amalgamating rubber" electrical isolation tape. It becomes a rather solid ball of rubber after a while. IMHO you have been ripped off there! What wire is that Galvanised, Aluminium or Stainless?

No those are solder joins covered by tape.

Don't know what type of wire but it's tough and hard to bend (need to fix a break before).

Don't really care if I was ripped off (I was), I just wanted the CoC so I could sell the house.

These CoC's are a scam. Had a fence installed 18 months ago. Sold the house. Got the same company to do the CoC and they found fault with THEIR installation. Insisted some solder joints needs insulation tape around it. Cost me R1,100 to "fix" and issue the CoC. Total BS.

But the whole purpose of the CoC is to get installers up to a certain level, before this requirement they basically did what they wanted. No surprise this happened and I'm sure just about everybody in your situation has a similar story to tell.

No. The laws are to ensure that you have a quality reliable product to protect yourself. Read up on the motivation for this and you will understand.

The CoC gives you a piece of mind that the installation is safe for residents and effective against perps.

If electric fencing is meant to be for perimeter security , what other alternatives could one use.
I was toying with the idea of the infra red beam barrier that run from point to point along the top of the wall.

Thoughts ? Pros ? Cons?

Alternatives : razor wire , wall spikes, steel palisade on top of wall

Beams
Pros : alert you when someone jumps over
Cons : bird or other animal sits on wall = numerous false alarm. Does not deter determined criminal.

It's a new requirement, the competent authorities have only been appointed in the last year.
Same status as an electrical compliance certificate... That body corporate better get their ass into gear - and it's the seller's responsibility to provide it. It's a physical document...

Also since a electrical CoC needs to be issued each time a new tenant moves in if you fall under the City of Cape Town, it would not surprise me if they extend this to include electrical fence CoC.

Nope. Since the legislation came into effect all electric fences need a CoC to sell a property no matter how old it is. Cost me when I sold recently ...
 
Quick update: seller has agreed to hold off on otp until they have finalized certification issue with body corporate.

The CoC cannot ensure that the installation is effective against perps. It's a deterrent and at best an perimeter alarm. Criminals in the know cut the fence and jump the wall in matter of seconds thus unless some siren scares them off there are still a danger and people tend to become complacent due to the fact that they are "safe" and "protected"

Next people will believe they can sue the installer if someone breached the electric fence!

This is not America!

A properly installed electric fence is effective but anybody telling you that its creates an invisible shield that nobody can get through is talking BS. I'm not disputing that its easy to bypass and that is why spikes need to also be installed on the walls.

There is also a big difference between trying to keep opportunists out and those that target your house and electric fences, like most other security, are for the opportunists.

From what I understand, with sectional title, the coc is done once, with legacy fences it is merely to register the fence, then the coc must be available when units are sold. That's what a fence installer told me, anyway.
