Just posting an update with regard to my query. I have come to realise that my municipality had me on the incorrect Tariff plan. I was on tariff A, meaning that I was on a step tariff, the more you buy the more you pay. I have since been moved to tariff B where I pay a flat rate of R1.69 per kw. It all makes sense now. Moral of the story, please ensure that you are on the correct tariff plan when your monthly usage changes from what the normal usage is.

Tariff A - 0-600kw = R1.03
>600kw <=700kw = R1.75
>700kw = R4.93

Tariff B = Flat rate R1.69 irrespective of the number of kw purchased.

Note: This is for the Ekurhuleni Metro Municipality

Which municipality are you in? -- you might be able to be on a similar tariff.

In most places there are 2 residential tariffs even on prepaid:
1. Lifeline one - normally has the first 200-500kwh at a very low price (R1/kwh or below) then often has a VERY high top-end price
2. Normal residential one - normally cheaper if you use over around 500kwh/month

In most places, if you get free units, you must be on tariff 1... i.e. ultimately getting free units is only for people who use very little power.
