Not sure where you can check but I assume that the village controls both electricity and levies? ie: you don't pay the municipality or supplier directly?

When you say levy do you mean normal charges or a new levy? As owner in any scheme ( section or share ) you are entitled to a breakdown and explanation of costs charges by the scheme. This should not be a surprise.

We only pay the village. An amount from our meter which we have no idea where it is then a similar amount is added as a levy. Have discussed this with admin but have to lie low till I know some more facts.
Seems some pay and some don't ?

If you own the unit, you should have a copy of the rules. In there it must stipulate what the levy is and how it is derived. You say you have to lie low? Get the information about the process of charging, that must be transparent. Also somewhere on the premises will be a cabinet\lockbox with all the meters. Your bill should have a meter number for your unit. If it is a shared source, then there is a whole different problem but as they are billing you usage they must have a means to determine the units consumed.
