Electronic communications bill

When do you expect a raid from Icasa as they
hunt down these Vdsl Dslam's ? Naughty, naughty Holiday Inn - don't you know that all telecoms equipment must first be approved by Icasa?

Why do they have to get ICASA approval? They're not using any wireless spectrum and it's Customer Premise Equipment probably not directly connected to the PSTN and located on private property and not crossing any public roads and boundaries?
