SARS collects more than enough money even with emigrations. The problem is it’s stolen before it’s used to benefit us.

While the theft is true, I beleive their collection has now swung to decreasing where a decade ago it was actually on the up.

You can't collect what's not there and the taxable base that brings in the most paye, is rapidly shrinking.

Issue is not just tax but all the spending that will disappear.
Kids school fees, medical aid, pension contributions, insurances, petrol, gardener, maid........

Maybe. But the companies that were paying these individuals just spend that money elsewhere.

If the person leaving, owned the company, yeah I guess. But otherwise I doubt.

Little doubt, many are struggling to replace key positions that are needed or suffering with loss of experiance or skill in that roll. South Africa is full of SME's, many can't afford the losses in qualified and experienced staff. And then as you said, many who own or are directors in said business also, they would rather shift into gaps elsewhere.
