Erratic CPU usage

Hi All.
I have a problem with my cpu usage.

Even on Idle, the cpu's jump to 100% and slowly reduce down to 0%, before starting all over again :(
I have included a video of how that event unfolds. At 1:50 in the video, I show the Current running Processes.
If anyone can give me some advice, that would be awesome.

Its a Dual Xeon E5530 2.4 on an Intel server board
32 gigs of Memory
Running Windows 7 Professional SP1 64Bit
Graphics is ATI Radeon HD 4800 Series (OLD I KNOW) Tried with Nvidea card and it does the same thing.

Any help will be appreciated.

See what process is eating up your cycles?

Reset BIOS settings

Reload OS.

Thanks for the prompt reply.
The main thing that was running was the dwm.exe. I disabled it temporally, but it makes no difference.

I will reset the bios and do a new install. Thanks :)
 
Thank you so much for the tip. The weird part for me is the way that it oscillates all the way down from 99-0-98-0-97-0 etc.

I have looked at the Resource Monitor, and the only thing that is Using the CPU is the System Interrupts. And even then it only fluctuates between 1-5, where the CPU usage is as high as 99% Usage. See image below :)

Buy the way, when looking at the processes click on 'view processes' by all users at the bottom of the window or it will only show processes from the current user
