Then there is a chance they have disabled the ability to load electricity on the system and you need to go down to see them to sort it out.
The old place I rented would occasionally give me issues when I tried to load electricity. Turns out the landlord wasn't paying his municipal rates on time and the municipality would simply disable the meter's encryption key on their end until the rates were sorted.
