Not since apartheid ended. Only for medical stuff now afaik.

Depends on what you mean by operational. Pelindaba is a research facility, that is operational, and not a power station.

Not as far as I know. Pelindaba was the starting point for the Apartheid governments plans for nuclear power and weapons, and they did enrich uranium, but I think the fuel for koeberg always came from the French/US
