It's procured, as in deals signed. That power is not yet available, and will be coming online in stages. Also its primarily renewables, and so is not base load power

If they count the new coal IPPs (2500MW) in the 4000MW, these ones won't be connected before 2018-2020.

Some projects in the Northern Cape are ready to produce but Eskom did not have Capex in 2014 to connect them to the grid.

That is very worrying, especially as this could have reduced the amount of diesel needed and thus saved some money.
