Eskom facing skills crisis

No it's not. Problem lies in the statement below:

"Exceptionally qualified individuals" are needed. Regardless of colour.

The fact that race is even mentioned means that this is about politics.

Politics never solved anything.
100% same things happening everywhere in SA. Can't hire what you need, but what the government says and that can take years.
 
I appreciate the problem. Engineering companies live and die by their ability to retain and attract skilled engineers.

And exactly as he said, Eskom is currently full of people who are incompetent and corrupt and the company culture is one of theft and abysmal standards.

I can’t think of a less attractive company to work for those wanting to do good work, you will constantly be pissing against the wind.

So how do you change to a culture of engineering excellence, integrity and rebuild your engineering skill set after it has been obliterated. I’m not convinced it’s possible, even with the best management.

It is in fact really easy just very unlikely. Remove the political leadership and appoint qualified members.
Restructure and retrench all staff who don't have relevant qualifications or experience based on certification and testing.
Put in proper processes to audit performance, output, quality etc.

It will never happen though as eskom is functioning exactly as intended which is to make the anc and its members rich.

I agree that to have a chance, those are the steps that should be taken. The problem is, even if those changes are implemented, Eskom's reputation is in tatters. How is it going to start attracting the best engineers again, who in their right mind would want to risk working there? Especially now that there are private options locally, and internationally other countries are importing these skills. Not to mention, those jobs would be a lot more cushy. A lot of these counter measures to mass incompetence that Eskom would need to implement are VERY unattractive to skilled engineers, they don't want to be constantly micro-managed and they have job options where they aren't.

I also agree that the ANC wouldn't want to make those changes anyway.

Eskom is stuck in a death-spiral that would be an enormous challenge to break out of with the best management and full political will to do what is necessary, very low odds of success. With the ANC anchor around their necks, I don't see a way out.
