This is Affirmative Action on display to the world. This is when you place a lesser educated, qualified and experienced individual in a high demand position, simply based on the colour of the skin to ensure laws are being adhered to. More money will not solve the employees problems. It is being in a position where they cannot perform that causes all their problems.
It is the same as giving a 10 year old this question and asking him or her to solve it and motivating him or her by offering R100k increase every day. The frustration will grow, negativity will grow but the job will never be done.

It's like government, the capacity to excel exist, but the political & party structure keeps the right people out of the critical jobs. It's basically a/the culture in this country.Having a boss that is dumber than you are can be extremely frustrating and demotivating. Interesting that the Germans assert that the intellectual capacity exists, but that it’s being neutralised by the company structure. That’s slightly less dire of a situation than I expected.
