Well, you might find people will get promotions instead, the ANC seem to give people pay bumps when they do wrong.....
 
How come everything the GOVERNMENT touches always end up over BUDGET?.
Surely if the tender price is X then that should be the final Price.
Always easier if it's not you money.
 
The problem is that there have probably been so many "extraneous" payments that Chancellor House and a lot of cadres would be blown out the water if heads were to roll.

Hitachi etc could take as long as they like without fear of paying "penalties"; they have already been paid, let's call them payments in advance!
 
Yep, that's usually why nobody is ever punished... Cos they know too much.
 
Just a FYI, Hitachi Power Africa is 70% owned by Hitachi Power Europe, Makotulo Investments 5%, and 25% by our dear friends at Chancellor House PTY Ltd. aka ANC's invesment arm. The World Bank had reservations for the original loan due to the ANC's financial involvement (and also because it is coal which is old tech, but anyway)

So the taxpayer takes out a loan (with interest!) from the World Bank to pay for a desperately needed power station, the ANC gets an immediate large payday, does not deliver properly, and the taxpayer has to pay for a late, overbudget project with nothing to show for it yet, and some interest to pay the World Bank.
