It mentions safety valves in the article, meaning more than one.
It is unlikely that two or more safety systems would simultaneously fail. I too suspect sabotage as someone's Blue Label is running low.

Ramakopga was called in to grace us with wonderful plans and promises. What he's actually doing is buying time while private sector catches up and allows the ANC to incrementally take credit for "fixing" Eskom. Everything around this is about political survival and saving face.
