Reading without comprehension, I see.
The funny thing about using big words are that they have a specific meaning. Load-shedding is the reduce of the load of something. That indicates that you had be in possession of "this" something, in this case electricity supplied by Eskom. So if you never had a connected to the grid, Eskom can not reduce your electricity.

Therefore Load shedding could not have been permanent if Eskom never supplied you with electricity.

load shedding, is when you have working electricity and the provider shuts if off because they fail at providing the electricity.

it is not when someone has never been supplied electrical infrastructure.

The saddest part for me: Did we really need the Germans to tell us this? What hope did SA have of ever getting out of this mess, if we could not analyse and attend to the issues ourselves? It's not like Eskom only started up 20 years ago - they've been in the business for decades, and were not so long ago one of the best in the world. Someone really needs to take accountability for this and fall on their sword.
