Lol. I, too, know someone with MEng(EE) plus 5 years post grad experience who couldn't get a job at a place he was interested in.

We all have anecdodes of people with qualifications and relevant experience who couldn't get jobs at particular places but that's besides the point. Point here is someone took short cuts and with lack of oversight from managers, proceeded to potentially ruin many lives.

If she disposed of the evidence, maybe it is more of a issue that the crooks were never found guilty in the first place, well, that's what my logic tells me

I wouldn't call this analyst incompetent as such. (s)he may be competent and highly intelligent; allowing for a way to manipulate systems and bypass procedures to his/her advantage.
