Explorer keeps restarting please help!!!

Hey guys my friends computer is going crazy it keeps ending the explorer.exe and when we restart it we get this error "the procedure entry point EncodePointcould not be located in the dynamic link library KERNEL32.dll." we cant get into my computer to try and copy that file over from another computer and ive tried to run a virus scan aswell as do a windows repair and still no luck please guys any ideas would be awsome

Sounds like a possible registry problem to me. Let us know if copying the file helps.
