Extending wifi signal

I live in a double storey apartment and my adsl router is setup downstairs. I want to extend the wifi signal upstairs by running a network cable from the router to the wifi extender which will be plugged directly into the wall socket. I'm currently looking at purchasing the Tp-link TL-WA850RE. Is this the correct and best way to extend the wifi signal or should I look at an alternative method?

Rather get an ethernet over power line kit like this one:

Purest will say that the network cable is better (which it is), but the ethernet over powerline kits are more than capable of most scenarios.

I'm not sure as I haven't used that model but I'm sure it should be possible. TL-WA830RE works well on a cabled connection, it does have a router function though if I recall though.
