How bad do conditions need to be to use the wets?

The intermediates aren't up for this

What was that race (20+ years ago mind you) where something like only seven cars finished the race due to rain? IIRC some blue car won.
 
And since this is the Northern Hemisphere the light is not gonna last.

I'm no engineer but maybe the design of these cars cause more spray and lose grip much quicker than the cars of earlier years, because I've races in much worse conditions.

Yeah one of the YouTube F1 channels needs to cover this. Some of those races in the Schumi heyday were far worse than this
 
I really don't understand why a little rain is always an issue for the FIA. It's ridiculous. What's the point of having wet tires available if they're never going to be used?
