Not necessarily the case: anyone can be a promoter for the race, they just have to have the $$$ and pass the vetting process.

Usually the promoter entity is a joint private-public partnership, but I don't think we want gm involvement if there were to be a race here. Other than the traffic department for managing traffic during race weekend, that is.

Alternatively, F1 itself could become the promoter, as it did in Miami and will do in Las Vegas.

And likely will become given that getting a race on the continent is their motivation.

Pretty close to be being the worst. Baku probably are one of the few to be happy that Monaco is in the calendar as it makes Baku seem almost decent.
