From my understanding, CH is complaining about item 3 and 4. I doubt 1 or 2 will affect them.
I think it is just item 3.

RB are reportedly using a flexible floor but the current tests are unable to detect it.
The new test will allow the allegations to be proven unless RB make the car legal.

They are ranting on about raising the underfloor as that will stop or reduce the proposing, but at the cost of downforce and speed. So they claim they will be slowed down to match MB but that is just a smoke screen.

The new floor tests are their real concern.

You got any. I mean any proof of this or are you just thumb sucking?

Anybody. I mean anybody that know something about racing will know that the lower the car the faster it can go. Anybody that actually watched F1 this year would have seen the commentators and even Merc team talk about how they cant go lower then they porpoising to much. The F1 feed even showed during practise and races how the Merc is higher from the ground than some other cars.
So yes now every one must race higher to accommodate Merc? Faster cars that solved porpoising must go higher and slower. Now they are governing them to Merc speeds?
Surely its not that difficult to understand? Even in your Merc bias eyes?

I expect Redbull to be a little slower from Spar to the End of season:
From the Belgian Grand Prix, the FIA will be measuring the phenomenon and expecting teams to operate below a certain threshold in order for their car to be considered safe. In addition, the following measures are approved for 2022 and 2023:

2022 Formula 1 Technical Regulations

Central Floor Flexibility - changes to re-define the stiffness requirements of plank and skids around the thickness measurement holes.

The new ride Hight will only be introduced next year but the above will Rule out the Flexing that BR are believed to be doing.

2023 Formula 1 Technical Regulations

The floor edges will be raised by 15mm.

The Diffuser throat height will be raised, while care has been taken to avoid any impact on the teams' designs of the mechanical components.

The diffuser edge stiffness will be increased.

An additional sensor will be mandated to monitor the phenomenon more effectively.

Ferrari have already admitted that they will need to change their floor...
 
Charles to qualify on pole then be snookered by his team.
Max wins
George and Hamilton 2nd and third while Sainz and Perez fight for the scraps.
I suspect Max, Charles, Carlos and Checo will all be looking for pace and playing with setups.
They will be using a new, stiffer, chassis to comply with the new flexing rules so the handling will be a lot different to what they are used too.
This race could go Hamilton's way.
