Possibly because of the hand-me-down tech and design philosophies from Ferrari

When he came back it was to help develop the Mercedes. He never came back to be champion again.
 
LoL. F1 noobs arguing
Everybody that knows anything about F1, know how things get done at Ferrari. For Schumacher to go to a struggling team, develop the car, get the right management, contracts and strategies in place to get that shitshow into a dominant outfit for years, take some doing and will probably never happen again.
The rest is just show ponies who got the best car for PR.

You are forgetting that he was Driving for Ferrari, the home of Team orders, Second Drivers, and preferential Pit Stops.
Was anyone ever allowed to beat him?

That's not how it happened. Luca di Montezemolo hired Jean Todt as GM of Scuderia Ferrari in 1994. Jean Todt hired MS in 1996. Michael wasn't managing the team. He was the driver.
You would think that Jean Todt was arguably the mastermind in Ferrari's success with MS, but it was apparently Nikki Lauda who convinced Michael to join Ferrari.

So you could argue that Nikki Lauda was the mastermind behind two 7 times WC's major successes.

Luca di Montezemelo revealed that it was Niki Lauda who had been instrumental in signing Michael Schumacher for Ferrari, not Jean Todt.
