Yes strategies can be fixed easily, you fire the person that can't do his job after several blunders. So in this case that did not happen, so you fire the person who did not fire the underperforming workers.
The Ceo/ Boss or team manager/principle does not develop the car, engine or work out strategies. He is there the control and look over everyone he employed to do all the jobs.
That is his job and if he does not sort problems out, fire people and in his case even denied that they made wrong decisions, then obviously he can't do the job.
