And it takes them 18 laps to make that call??Rule is that the car may not be touched while serving. I'd think this is to simplify the officials jobs on deciding what is "work" and what is not "work" on the car. Easy rule "you touch, you fail".

Bigger picture, I don't think it changes much in the standings when we get to the end of the year.
So he had a 5 second penalty which he 'didn't complete' - so then take 5 seconds off.
That's a total 10 second penalty minus 1 second for the touching jack.
That said if there's any justice it will be reversed for not giving the extra penalty at the time.
Listen people rules are rules, if the rule say you not allowed to touch the car, you are not allowed to touch it.
This is exactly what you get when you start bending rules and getting fake medical certificates, now everyone looks where they can cheat and not follow the rules.

I'm just pointing out that its not consistent as it shouldn't take them so long (the pit was on lap 19) to determine if a penalty was served correctly as per regulation - it's their job after all. Ocon's penalties took how long? Consistency includes timeous application too - Strategy and lap targets might have been adjusted to cater.I honestly do not know if some of you just struggle grasping context in the English language or deliberately looking for a fight or something.
