I think the two are not one in the same. Safety should be at the forefront but they should perhaps rather cater for a facility for such display of celebration rather than outlawing something that to date at least hasn't had any incidents...Jules Bianchi's family would disagree.

I understand the reasoning - next the podiums will require fencing too and glass to avoid champagne in the eyes of a driver whose eyes are worth millions... Where does it end.They’re damned either way, if one of those fence panels was to fail and fall causing deaths or injuries you could guarantee compensation cases would follow.
Stacking 3 or 4 high like they are doing is taking the piss and probably what has caused the rule to be enforced (it’s not a new rule).
